i've never worked on a diesel so i don't know about the pump but i would guess that it could be. Squirting some oil in the cylinders wouldn't be a bad idea. Its possible for rings to 'stick' from sitting so it wouldn't be a bad idea to let the oil soak in. Then try turning the engine over by hand before using the starter. If you can't turn the engine by hand put some more oil in and let it sit some more. If its really stuborn you can fill the cylinders with marvel mystry oil and let it sit for a week if that won't free it up nothing will.
